Position and Job Description

Community Engagement/Economic Development Analyst

City of Sacramento, Office of Innovation and Economic Development is seeking a highly motivated Economic Development/Community Relations Analyst to help us build an inclusive economy that works for all. This position will report to the Community Engagement Manager and will support various departments internally, including the council offices as well as work closely geographically externally with residents, businesses, and community-based organizations.


The Community Engagement Team provides supports to City Departments. Our goal is to create a platform that educates, engages, and empowers people, businesses and places, especially areas and residents that have been disproportionately underserved by:


  • Acknowledging the barriers that people of color and marginalized communities experience in accessing City government programs and services or participating in public process.
  • Recognizing diversity as both a strength and opportunity.
  • Recognizing every project and initiative is different and therefore the approach to engagement must me different.


The Community Engagement Team Objectives is to:

  • Provide a platform to engage the community in a meaningful and impactful way about decisions that affect them by eliminating barriers, including but not limited to culture and language.
  • Develop and foster an environment of trust and confidence between the community, stakeholders, and Council.
  • Provide a process to guide staff in the selection of the most appropriate method and level of engagement for specific projects or decisions


The desired candidate is a people-person and comfortable engaging with diverse groups, minority residents and business owners. This person is committed to ensuring Sacramento’s neighborhoods and commercial districts reflect a sustainable, resilient, and inclusive economy and will have a passion for the City of Sacramento residents and businesses, while thriving in a fast-paced, collaborative environment. Having a broad understanding of various cultures that make up our great city and comfortable working with diverse audiences is essential. A commitment to effective communications and engagement in facilitating connections between departments and the community, including a willingness and desire to learn about a variety of program areas including economic development and planning. Additionally, this candidate will be organized and have a desire to work in areas that have been historically underserved with residents and businesses. This candidate will be open to working in non-traditional settings and hours, which including some evenings and weekends to attend and participate in community meetings and events. This position will work with diverse groups who often have cultural and language barriers. We are looking for a strategic and creative person who can think outside the box. Many City projects are high-profile and complex and require simplification to ensure shared understanding. A successful candidate will have a strong community outreach background, including existing relationships within the community. An independent and self-directed individual who is a go-getter, flexible and adaptable to changing direction and priorities and has a positive attitude will excel in this position.


Examples of Tasks performed by the Community Engagement/Economic Development Analyst:


  • Collaborate with staff from City departments, community partners, and organizations to promote community engagement related to City of Sacramento services and initiatives.
  • Maintain a robust communications link and relationships between the City and community.
  • Prepare various communications and engagement materials, content for news articles, public service announcements, presentations, surveys, speeches, social media, traditional media, digital, print, multimedia, and other channels as appropriate.
  • Research, develop, and implement engagement activities and outreach events with key stakeholders.
  • Identify and cultivate relationships with new audiences to increase engagement with City services and solicit feedback on inclusion.
  • Present information about city services, programs and opportunities at community meetings and events.
  • Compile and review feedback, analyze and interpret data, and prepare reports on engagement activities, community events, communication campaigns, polls, and surveys.
  • Process invoices, works with outside vendors, and manages contracts for compliance.
